Short Press on Home Button goes to recent apps

Hi!
I've been having an issue where when I short press on the home button it will go to the recent apps/task manager screen. It first started after I updated to 4.3. Sometimes it will go to the home screen, but most of the time it will go to the recent apps screen.
I've done a search about it and only found a couple other threads about it, but most of them were having the problem when they had multiple apps open- mine happens sometimes when I have one or two apps open.
It is extremely annoying to have to take the extra step to get to the home screen when it should just do it on its own. It also takes forever to close out of that screen.

Help!

Welcome to Android Central! Sometimes wiping the system cache partition can fix odd little glitches like this, especially after a system update. No personal data or settings will be lost.

Have you recently installed any new software? Is your phone rooted?

meyerweb- it started after I updated to Android 4.3. And no, it is not rooted.

Turning off "Open via the home key" on S Voice and turning that back on and then a restart fixed the issue for me. To do so:

1. Open SVoice
2. Tap the menu button (left of center) and select settings.
3. Un-check the "Open via the home key" and then re-check it, or if it is already un-checked, do the on, then off again and exit
4. Reboot the phone
