Should we do OTA for System/priv-app

[Android Central Question]

I am trying to do OTA for android 8. I have added few system-priv apk's in the OTA package. The added priv-apps are not working unless I delete /data/system/packages.xml. This deletion of packages.xml is affecting user apps. How can I solve this issue.
