Show Voice call while in an app - changes to Pop-up

There is a setting under call, then More, 'Show Voice call while in an app'. As the menu option indicates, it allows you to see call info while in another app. There are three choices. However, I want it to be on second screen. It will stay that way for a while and at some point in changes to Pop-up. It is not the worst problem, but I like it on the second screen.

I am wondering, is anyone else seeing this issue. I am using the Action Launcher 3 plus version. It seems to change at random times. Anyone else experiance this or know what is causing it and if there is a fix?
