Signal issues; should I exchange my phone?

My Galaxy Nexus gets significantly worse reception than my OG Droid did. In theory, 4G is available in my neighborhood, but I've never seen it, even walking outside. 3G data is slow-to-unusable, and signal drops entirely (gray bars with an x) on a regular basis. This occurs whether or not the phone is in CDMA-only or LTE/CDMA mode. Here are a couple of pictures.

The phone was only on for two hours; time without a signal isn't usually quite that bad. This is frustrating because the phone drops calls (if I can even get them to go through in the first place) in places where no Verizon phone I've had ever has, and data is useless unless I'm really close to a tower (at the two places where I spend most of my time, home and school, I have to use WiFi).

Obviously, I should exchange it, right?. But I've read so many other stories about similar issues, I am wondering if it's not a hardware defect particular to my phone, but an issue that affects all (or most?) of them. And I've also read plenty of horror stories about Verizon's "refurbished" replacements being worse than what was being replaced in a variety of ways. So is it likely that a replacement phone will actually solve my signal issues? Or do I need to push for a GS3 or Razr or something, even though I really don't want either of those phones? And would the GS3 really be an improvement radio-wise, since it's still a Samsung?

My other inclination is to just sell this thing, buy an unlocked GSM model (which doesn't seem to have signal issues, from what I've read) from Google Play, and doing T-Mobile or Straight Talk Prepaid. If I'm going to have poor service, I might as well be paying less for it.

Edit: I'm also still on a grandfathered Alltel plan with unlimited data. Verizon's new plans would greatly increase my monthly bill and give me less in return, but would a "Verizon" PRL instead of an "Alltel" PRL make any difference?

Edit 2: Do the radios from the leaked Jelly Bean build make any difference? I haven't tried them, but 4.0.4's radios did nothing to help over 4.0.2.
