SIM Unlock

I have a S3 that i am wanting to unlock SIM so I can use it with T-Mobile. US Cellular customer service will not give me the code saying that it is Illegal. Called another time telling them I am going overseas and I want to use my phone over there and they told me to jus put the SIM card and in and it should work. The SIM card for T-Mobile does not work and I need it to. Can someone please help me?????? :-\

Just dial the following keys *#197328640#

Main Menu
[1] UMTS
[1] Debug Screen
[8] Phone Control
[6] Network Lock
Options [3]Perso SHA256 OFF
(after choosing this option, wait about 30 seconds, then go back one step by pressing the Menu button then select Back, now you are in
[6] Network Lock then choose
[4] NW Lock NV Data INITIALLIZ ..... wait for a minute then reboot your phone

I am Lost... does your phone have to be rooted to unlock it... and how do you know if it is rooted or not... i have my galaxy and love it but want to switch to att... they said i had to unlock it and it will work but i have no idea what i am doing.. any help would be so appreciated

Checked the specs for your SCH-R530 at Samsung. Your phone is CDMA only. It will not work on a GSM (T-Mobile or ATT) system.
