Skin vs. Wallpaper

I understand the Scene and Lock Screen settings, but skin and wallpaper seem to do the exact same thing, ie, provide a background image to the panels. What am I missing? I there a difference between these two?

skin changes the color scheme (of the menus, icons text, etc), where as wallpaper changes just the background.
