Slick tablet

Hello. Not sure if anyone can help. I acquired 2 Slick websurfer ws700 tablets. The one will not boot. It stops at the first screen "slick" and no further. The second worked fine. It had some apps from the previous owner so I did a factory reset. When it rebooted it goes to the slick screen then to a websurfer screen and stops. Now neither will boot up. Anyone have any ideas?
