I have an s10 plus as a secondary phone and I use a USB C to USB C cable as my charger and it charges painfully slow when turned on but it charges quickly while turned off. But with my old usb c to usb a charger it charges quick while turned on. Is it a way I could get the my s10 plus to charge faster with my new usb c to usb c cable. I tried searching for software updates and the phone is up to date

Are you actively using the phone while charging? If you are, and if the apps in use are fairly processor intensive, that will slow down the charging rate (since the phone is using energy almost as fast as it's getting it).

Nope. I would check the phone every few minutes to see what percentage I’m at that’s about it.

Cables aren't created equal, so just because it's a USB-C cable doesn't mean it's high quality. What brand is it? Is it a well-known manufacturer like Belkin or Anker, or is it a no-name or off-brand item? The latter is more suspect.

Can you test the cable on another device? Also, can you try testing another USB-C cable with your phone? See if you can borrow one from a friend or family.

Your old USB charger charged fast with it turn on and how about when it's off ?
It does sound like a cable issue

It’s an anker brand cable with a different brand charging block. But I realized I have an anker brand iPhone charger and block I use with my iPhone. This morning I used the anker charging block I use for my iPhone and connected the anker brand usb c to usb c charger to my s10+ and it seems to charge “faster” my s10 plus was around 80 percent and I stopped charging around 92 percent about 15-20 minutes later. But I would have to give an update tonight or tomorrow once the battery drains to see how fast it would take to charge from 30 something percent to around 100%

Update: last night I plugged in my s10 plus using the anker usb c to usb c cable and the anker brand charging block and it went from 45% to 90% in about 45 minutes while the phone was turned on. I’m guessing with the s10 plus I should use the same brand charging cable and block. It’s weird because I never had a slow charging issue (while mixing charging cable and block brands) with my other samsung phone or my iPhone.
