Slow download speeds

Uverse 18mb service, using Speakeasy to test

On my wired desktop I get 22mb down 1.9 up
On wi-fi Win8 notebook I get 19.9 down 1.9 up
On my Galaxy Tab Pro I get 4.49 down and 1.85 up
On Galaxy S5 phone I get 4.39 down and 1.92 up

On the desktop and notebook the little process status bar goes left to right quickly and smoothly
On the Tab and S5 it stutters

Any ideas on why the Androids are so slow?

If you're using TKIP encryption on your wifi (or TKIP+AES), Android will be slow. Change it to straight AES. (There's some change in the specs. The old routers still run fine with TKIP, the new ones don't, and some of the new ones are no better with TKIP turned off. I ended up buying a cheap Netgear N300 to get full speed again.)
