Slowly Increasing Alarm Volume

I've tried using both Google's Clock and Samsung’s own Alarm app as well as 2 different Hourly Chime apps and they all suffer the same "bug". The alarm sound slowly increases volume from zero to full over the first 2 seconds. This makes a chime worthless since the initial attack sound is lost. This has only started since my Samsung Galaxy S9+ updated from Android Oreo to Pie. The same Caynax Hourly chime plays perfectly on my Samsung Galaxy Tab S4, still at Android Oreo (version 8.1.0).
 
On my Pixel 2 XL using the Google clock app, I can adjust a setting for "gradually increase volume". It's in the settings under the 3-dot menu in the top right.

I checked the Google clock app settings again. That setting in both "Alarms" and "Timers" is set to "Never". Since this app repeats the sound file over and over until I cancel it, the first time the sound "increases slowly" (about 2 seconds) and all subsequent repeats play full volume.
This "bug" seems buried deeper in Samsung's "One UI version 1" or Google's "Android version 9".

I tried another chime app [MindBell (Mindfulness Bell & Meditation Timer) by dknapps.de].
Their app has the same problem, but they seem to know about this OS behavior.
I’ve attached a screen capture of their “Problem solving” screen.

Perhaps I should post to a different forum Thread??
