small data plan set up

So, i have a small data plan and some sistem apps or the sistem itself consume data in backgroung, is there a way to stop them doing that and check themself only on wifi? To acces internet only on wifi. And if u have any suggestions about apps that can help me, and a browser that can save data wold be great
Edit : disable data backgr wouldn't help me because i want to still receive push notifications

Welcome to Android Central! First, you could turn off mobile data until you really need it. Unless you always have to be aware of any push notifications coming your way, you probably don't need mobile data to be on all the time.

You can restrict background data of individual apps--it doesn't have to be for all of them. Go to Settings>Wireless & Networks>Data Usage, and select a given app listed there. There should be an option for Restrict Background Data, which will only be for that app. (Those steps are for the Nexus 5--I assume they're about the same on your G3.)

Chrome has a setting that conserves data. Open Chrome, tap Menu, then Settings, then Reduce Data Usage. This makes Chrome work like the Opera Browser, where the Google servers compress the page for you before downloading it to your phone.
