Smart Actions like in Motorola phones?

There are a few of them in the Play store that are even more powerful.

Off the top of my head I recall Tasker and Llama are probably the two most popular. I personally have used Llama for a couple of years but I've heard good things about Tasker as well. Both are pretty impressive in features compared to Smart Actions.
