Does a weak battery on a Samsung Charge quicker than a new battery on a Samsung.

It could, it depends on what you mean by "weak". Batteries don't get weak, they get dendrites, they evaporate electrolyte if the internal pressure gets too high, but the material in them doesn't "wear out".
