SMS sending problems on ATT

Anyone experiencing outgoing SMS issues where texts do not send? I removed and reinstalled my sim card and it works for about 20 mins or so and then it won't send out going SMS after that until I restart the phone again. This just started tonight. I'm super frustrated here.
