SMS'ing has become wonky... Anyone else?

On my Note 9 on Verizon texting/sms has become very wonky. I have been using Textra and everything had been fine until a couple weeks ago. I suddenly started getting notifications about the app running in the background. Looking closer, occasionally there was a significant delay in texts going out, and some apparently never went out. Doing some research, it appeared Textra had to make some changes to their App to avoid problems with upcoming Google changes. Ok, time to go back to the stock Note 9 Verizon app. Except it's doing the same thing with that app as well.

Does anyone have any idea what could be causing this? The only thing I've added since all this started was Twitter, but removing it hasn't made a difference.
 
I had issues sending out MMS yesterday - everything kept coming back as failed.. Then it started to work again at night. Not sure if it has anything to do with any of this. The Google change that Textra (and other message apps) have to do was to accommodate that the app cannot access any messages unless it's the default messaging app. It doesn't sound like that would be related to any of this either.

Whoa please tell me that Google will still allow users to chose their own Default Messaging app?

Currently I have a Samsung Note 5 and I am using the Google Messaging app since I really don't like the Stock Samsung Messaging app.

I am looking at getting a new Samsung Note 9 and I don't want to be forced to use the stock Samsung Messaging app.

You can use the app of your choice. I've used Textra since I got this phone with no issues. I've also tried others that work fine, but always come back to Textra lol.
