So apparently the Sprint S4 got the ART Runtime, but AT&T didnt?

Is AT&T just Anti-ART runtime? I have the HTC One, The S4 and the LG G2 all on AT&T with official Kitkat 4.4.2 and none have the ART runtime?

(I read an article that said Sprint did get it.. so if it didn't, than apologies, my question still remains, why no ART on any kitkat devices?)
