There's always a manual, it's just that manufacturers are either too damn cheap or stupid to include it with the phone. Instead you have to find the PDF on their website.

@johnnybiggles - Look at it again... is it a manual or the safety guide? I only got the health/safety guide in two languages, not the actual manual in print form that you can get as PDF on their website.
