So far I only have a workaround: hit the notification to get to the app settings, disable notifications with the check box, then re-enable them. That gets rid of the persistent notification until the next time you restart your phone.

Had that issue with Network Monitor Mini, turned off their right to show messages to get rid of it. Pops up now and again, has to allow and disallow to get rid of it. The devs update it, with a black notification, so it's there but "invisible". Still bugs the hell out of me. Guess Google did something to making "hidden background stuff" more visible. Sure wish they could add a setting for it if that is the case.
