Sprint Galaxy S8 [Solved][Pie] No Answer screen while locked

It seems after the latest update, the only way I answer to call is to unlock the phone. Yes i've tried the accessibility menu settings from other posts via google but nothing has worked

and after it's unlocked, I have to bring the notification menu down, which immediately hangs up the call

Ok I narrowed the problem down to DND. The setting is a custom setting "hide full screen notifications". I figured the main phone app would be an exception to this
