Some Perhaps More Complex Image Editing Options and Apps That Offer Them

I was wondering are there any apps in which I can change the white balance colour temperature, colour the highlights and shadows (make them more gold or orange or of specific colour), warm an image via offset, and perhaps select an area of the image I don't want to be affected by the edit?

Take a look at both Snapseed . It does white balance (does not call it that) and localized edits.
