Some sort of "an application requires" error message keeps popping up

My phone has an error message in the notification bar with the message "an application requires..." I can't see the entire message so I tap on it and it brings me to the Play Store under Google Play Services but the ONLY option is to open the app which does nothing of significance, the notification WILL come back and WILL bring me to the SAME Google Play Services in the same Play Store and ONLY the option to open the app. what do I do??

This usually occurs when Google Play Services is in the process of updating itself. Wait a few minutes, then try again.
