Someone figure out how to connect my A21 to my TV!

Just so this doesn't come up in the answer - I don't have wi-fi or a smart TV, just my mobile data and a not-so-smart HDMI TV. I used to use my Galaxy J7 to connect to a Screen Beam Mini 2 via Smart View on my J7. I just got a Galaxy A21 and it turns out Samsung stopped making Smart View as of a month ago (Oct. 2020). I have tried EVERY possible way to get some version of SV on this phone with zero success. I can't connect it via USB C to HDMI either so that's out. If ANYONE can find a way for me to continue using the Screen Beam or another way to mirror to my TV I'd be VERY grateful!!!!

Tried that, won't let me install and I did make sure my settings were changed to install 3rd party APK's

I mentioned in my previous response that the Microsoft Wireless Display Adapter does not​ require a wi-fi network. It works by a direct wi-fi connection between your device and the adapter itself.
 
Thing that's got me confused is I've been using Samsung since 2012 and I've never had a smartview app, it's always been a part of system settings and had a toggle in the notification shade.

Apparantly Smart View app was replaced by Smart Things, but having downloaded that I'm not even sure how to set screen mirroring in it.

I don't understand this. If you can't get internet for your home where you are (middle of nowhere, no realistic options for internet service providers), that doesn't mean you can't setup a wifi network in your home with a basic wireless router, to allow your TV and other home devices to connect to each other.
 
Microsoft Wireless Display Adapter is Miracast, which uses a direct WiFi connection (no internet or router is required). Any Miracast adapter should work - and Amazon has them from $8 up.
 
What I do is enable my hotspot and mobile data simultaneously. I have a chrome cast I set the chromecast up with my hotspot network and a old phone also connected to my hotspot network . Once the chromecast is set up and guest mode is enabled I remove the old phone from the equation . Then as long as my hotspot and mobile data are on simultaneously i can cast . No outside network necessary.
