Try bringing it to a repair shop - to see if it's worth fixing. Putting a wet phone into rice is about the fastest way of destroying it. All the water gets absorbed, but all the impurities in the water stay in the phone, much more concentrated than they were in the water. So when the humidity is anything above about 10%, they start eating everything they're on - motherboard, switches, etc., the higher the humidity the faster the destruction. If you've waited long enough (a week should do it), even if the phone is new, it might be cheaper to replace than repair.
