Is there a way to set your phone call to vibrate and also have your e-mail notifications vibrate or make a sound?

I have my phone on vibrate and currently my phone does nothing when I get an e-mail. It will vibrate when I get a call, but not when I get an e-mail. I tried adjusting the settings so that notification volumes differ from the ringer volume, however once I click OK, the notification sound reverts to silent.
