I've had the G3 for slightly less than a week, coming from a Moto X 2014 on Lollipop. I knew the experience wouldn't be as buttery smooth as the X was, but I've been relatively impressed with the G3 most of the time. The only time my G3 lags is if I use it while it is charging from a low battery percentage (it gets pretty hot.) It will stutter some, and I can't switch from apps too quickly or I sometimes get severe frame drops and freezing. Is this something that happens to everyone?

Not to those who charge at 40% or more. Letting the battery get really low is helping the battery companies raise their bottom lines. (Regularly charging at 10% capacity left will - maybe - stretch your battery life to one year.)

I went into the hidden menu and forced 60FPS for the interface. The lag is 100% gone (coming from a Nexus/iOS user, I know what a lag-free UI looks like), battery may suffer though. We'll see...

Don't worry about the battery it won't affect it, I don't know why it is not by default 60 fps as it was set by LG a few updates ago...
