I was wondering if its possible for a text to speech app to read to me? Example, let say that I am browsing the web reading news and I want the xoom to read it out loud for me. Is it possible?

Go to Settings > Accessiblity and turn on Talkback, see if that's what you're looking for.

This is not exactly what I have in mind. I just want to be able to for a app to read the text in a web page.
