They will if you request it. Once the device is paid off they don't have a problem doing that.
 
To clarify, I believe this refers only to unlocking for international use.
 
I unlocked two different phones when I switched to T-Mobile a couple of months ago and they're working flawlessly. They will unlock it for international use prior to you paying off the device if you're traveling internationally. If you want it fully unlocked to operate on any other carrier, including ones in the US, they'll do that as well but the device has to be paid off.
