Startup/shutdown sounds

Is there a way to disable these sounds without root?

I don't believe so. I would think if they don't let you disable camera shutter without root they wouldn't let this happen either. I have root and haven't attempted but I am sure I can.. I disabled the camera sounds by renaming the file it uses with root explorer.
