Still possible to purchase?

My friend has been looking at phones for a while, and decided on getting himself a GN from Verizon. My question is: does this "preliminary ban" effect his ability to purchase it in the near-future (next week)?
 
The prices will sky rocket it will be easy to get one if you have the cash I will be selling mine and getting a nexus 7 and a RAZR max or gs3

More often than not, stores sell whatever stock they have at the time the ban is effected. From my personal experience, third party retail stores such as Best Buy are more likely to do this than carrier locations such your local mall's Verizon Wireless.

Additionally, some such bans specify what should be done with un-sold stock. In some cases, in-store sales are supposed to stop, while other times, shipments to all retailers are simply halted. The decision is affected largely by the judge's belief that the winning party could suffer damages by any further sales.

At this point just get one from eBay or something. Can get a good one for close to contract price without using an upgrade.
 
They are definitely still selling on ebay. But most are used and not returnable.
