Stock browser(earth icon) bug?

My phone (Note 3) keeps rebooting under the following condition: whenever I delete all active pages from the browser I'm left with a screen that says "No windows" and in the upper right corner there's a small white box with a '+" sign. In the screen below it (the one that says "no windows") there's a instruction pointing to that white box that says "tap to open a new window". When you either tap the white box or hit the return key, the phone reboots. Does anyone else experience this? Could this be a 4.3 bug?
