Stock Recovery will not work

I did a factory reset on my N7. Installed all the OTA upgrades to 4.4.4, then installed all my apps but I have this one open problem. Stock recovery will not work. I used Wugs tool set and flashed stock recovery but when I boot to it I get the Android with the red no command. If I flash twrp that works fine.

Any ideas. I was trying to get ready for 5.0 OTA.

Is your bootloader unlocked?

If yes, just flash the official factory image (Lollipop)
