Stock ROM and GPS toggling

Hi I'm using Nexus 4 with the stock ROM, unrooted, and I'm fine with it. Except for the GPS toggling! Whenever apps such as Power Toggles, Waze etc need to automatically turn the GPS on, I need to enter the phone setting and do it manually. Very frustrating. Is there anyway to fix this behavior? Thanks,
 
Yeah... just leave it enabled. Why do you feel the need to keep turning it on and of?
 
There should be practically zero impact on battery life. When "enabled" the GPS turns itself on and off as needed.

GPS is a secure element on your phone so Google has disabled access to GPS toggle by default for other apps.
NFC is also a secure element so it is disabled by default as well.

but if you have root GPS toggle will work.

On my rooted Nexus when i try to toggle GPS for the first time a root access prompt is requested and there after it works normally.
