Stopping volume dampening

Please help... [personal details removed]...I am in Colorado springs [ditto]...I have a problem...we moved into an apartment next to a softball park that is joint managed between (boys and girls club/park and rec)...the apartments are testing a Bluetooth and wifi security/reclamation project which seems to be situated upon an underground amphitheatre. ..I will never be able to overthrow any of the parties involved with just a cell phone but I came to this forum to ask for help on two issues... 1. Overcoming multiple volume dampening programs that ruin earbud and speakerphone volume...and 2. A programmer loop that has ruined pornhub/redtube viewing...we are left with a loop of 20 repetitive videos on each respective page...they also use or bootleg premium content to cut/paste make their own porn to keep from losing their real/imaginary officer status by actually doing porn...pls help...unrooted metropcs Alcatel 7 (insured)..."factory" Android 7.2 override downloaded to Android 8.1....override forced to a new system update.... Also in 2018 metropcs had a contract with a programmer to have its own fm radio interface...but in 2019 he lost his contract and we have to use next radio....the sound dampening was coming from him in 2018 but it was only one program now (2019) it sounds like 4 dampening and one squelch program run in series so that 100% volume only nets 10% sound with a static-like squelch...contact me before May 5, 2019 if you want to do a (rooted v. unrooted) Alcatel 7 hack off...thanks
