So what's the difference between internal storage and phone storage? I ask because is this causing the slow loading of apps and freezing of live wallpapers. See my screen shot below. Why would apps go to internal and not to phone look at that difference in space what's really going on I don't remember my gnex doing this.

From my understanding, 16GB is the total storage of which just a little over 12GB is available to the user as "phone storage". The rest (almost 4GB) is the "internal storage" that is used for apps, cache and stuff like that by default.

So why is it that apps would not use the phone storage its nuts can I move them there?

Internal storage is the allocation for app storage only. The rest is partitioned as SD storage, basically.

If you go into settings, applications, and move some of them to the SD, that's what it'll be doing. Moving some data to the phone storage partition. They do this because of piracy concerns.

Your Gnex didn't do this, because it uses a different file structure for storage.

Also, this wouldn't cause any slowdowns, because you haven't used even half of the storage.
