Strange Date Sync Issue

I have some web based apps I'm using on my Windows 10 laptop that have connected apps on my Android devices. (Two, an LG phone and an LG tablet). If I add an item on the laptop with a date, then sync with the Android, the Android version shows the item with the date one day before the one on my laptop.

When it first happened, I thought it was the app, but I tried it on another with the same result. I also have apps where this doesn't happen, but having the exact same thing with two different apps on two different android devices, points to some date/time conflict, but I'm at a loss as to where to look next.

Both Androids and Windows are set to Eastern Time zone with the correct date and time.

Any ideas? Not sure what else to try.

I note that Windows uses UTC while the Droids use GMT. I know they are supposed to be the same, but...
Unfortunately, I don't think there is a way to change either

Unfortunately, I don't think there is a way to change either

I'd suspect Windows 10; after I upgraded my desktop it's ALWAYS 6 hours ahead after a reboot no matter what I do in Settings, and my wife's laptop won't stay on DST.
 
It's not that simple. Both the Windows and Android machines display the right time, date and time zone. But apps that I set a date for on the Windows laptop will show up a day earlier on the Android. The only difference I can find is Windows is UTC and Android is GMT. This shouldn't matter, and even if it does, I can't change it.

Try the same process on another machine that runs something other than Windows 10. If you get correct syncs and then switch back to the Windows 10 machine and they're suddenly off the correct time, you'll know where the problem is. If you don't get results, not sure where to go from there.
 
Haven't had the opportunity to try that yet. The problem is the apps I am testing, I have signed in with my Google account, so testing on another computer, has its own problems.

I have downloaded and tested several more similar apps for a total of 7. So far, only two have the date sync issue and the other 5 are fine. Doesn't help me solve the problem, but it does seem to point to the API used by those particular developers. At this point, I will likely just decide to live with/workaround the problem, or use one of the apps without the issue.
