Streaming cellphone to tv.

I am looking to stream video from my Moto X4 to my tv. Thing is I only have my tv and my cellphone. I have no home internet or home wifi. Therefore, my phone needs to connect directly to the device for streaming.
Is there a way to do this?
Some places say the newer Chromecast can and others say it can't.
Any suggestions for an economical way to do this is appreciated.

You could try Microsoft's Wireless Display Adapter, which I believe doesn't require a wi-fi network: https://forums.androidcentral.com/e...ivetab%3Dpivot%253Aoverviewtab&token=5wqDMOQN. You can find it cheaper at around $20 on eBay.

if you have the right data plan, you could use your phone as a mobile hot spot,, you should be able to use it to connect to a smarttv or smart device connected to the tv. just setup the tv or device just like you would if you have home internet service warning, doing this could cause you to hit the data cap within a day or so.

any smart device that has wifi access, including streaming boxes, dvd players and more. you might be able to get a hotspot device that uses your data plan if you do not what to use your phone all the time. you will have to check with your service provider on that.
