Streaming from Windows PC

[AC Question]

I'm looking if there is a way to stream contents from my PC to my Samsung Galaxy Tab 3.
The tablet doesn't have enough storage to have all the contents that I temporarily need so I thought maybe I could have the contents on my PC and stream it to my tablet. Is there any way I can do this?

I've tried DLNA and VPN.
