Streaming Videos pause or restart and cloud based documents keep reloading

I have a Verizon Samsung SM-T807V Tab S. The tablet never had service through Verizon (I never activated it). I recently upgraded from the stock android which I had been using for a couple years through Samsung Kies3 to Android 6.0.1 and started to encounter the following problems. My Google Cloud based documents (both pdf and spreadsheet) keep reloading. I've tried several different Apps (Foxit, Xodo, Adobe, Hancom Office) but no change. Streaming videos through Netflix will play for a few minutes and then jump back to where they started. Youtube videos will play for a few minutes and then pause and act like it has a problem loading. I have to hit play again to start the video.

These all seem to be network related problems but they happen on different networks (home, friends house).

I've hard reset the tablet several times and have choosen to not automatically install my apps in case it was some kind of app conflict but I still get these problems.

Any ideas on a possible fix or a way to roll back to a different version of android or any suggestions?
