On my Windows PC google streeview shows a little yellow man you drag over map and then you are in streetview. With my Samsung Galaxy 10.1 notebook I do not see this little man and can not get streetview to show a streetview,I see the maps, satellite view but no streeview, how come ?

If you tap the map where you want to look around in Street View, a pin will appear and a 'card' will show the address. Tap the card and you'll see a Street View section where the photos are; no Pegman here (That's the Yellow Man's official name, by the way :P).

I finally got Google streetview to work,I had to download
Google Earth to get it to work.
I was seeing google satellite views before I downladed Goggle Earth but it needed the download from Goggle Earth to make streetview work.
How come on my Windows PC ,I simply would go to Gogglemaps and streetview works flawlessly but with Android you got to download extra stuff ?

Are you sure? I didn't download Google Earth (something else entirely) and Street View works just fine... it's just PegMan that's not in the mobile version of Maps.
