Stuck on Android welcome screen after android device manager remote erase

[AC Question]

New ZMAX 2 bought from best buy, unlocked w/ code acquired from AT&T. I lost phone, Android device manager remotely erased & reset phone at my request. Now I have the phone back but it won't boot up. It in a loop: The welcome screen choose language English, tap next and it's the wifi connection page. I connect to an open wifi network, the connection is checked and message appears, reads "Cannot connect to
