Which Samsung device ? You can't exit out of it? Usually volume up and power button same time for 7 seconds

Welcome to Android Central! After forcing a power down, and then powering back on again, does it still go to that screen? If so, something might be wrong with your Volume Down button. If the phone thinks it's being held down while you power on, that would cause it to go into Download Mode.
