Stuck on 'optimizing apps' after downgrading

[Android Central Question]

Hi! I mistakenly update my galaxy s9 to 9.0 Pie, which I hated. Then I downgraded it to the latest version off Oreo with Odin. But now my phone is stuck in the 'optimizing apps' screen, and it's been stuck for hours. I have no idea what to do. It won't turn off, I've tried a soft reboot, I've tried to reload the software using Odin again but nothing works.. Does anyone have an idea of what to do?
I've reinstalled my software half a dozen times before on my old s7 edge, but I've never seen this problem
