Suggestions to revive a semi dead Maxx?

I've a bootloader unlocked droid Maxx that will allow a stock ROM to flash, but will only boot up in BP tools, so long as its connected to a laptop with a factory programmers cord. It also will not ever charge the battery, which is new. I am able to get to the bootloader screen.
