Google+ and DropBox both offer this, but I think Google+ crops the photos if they are over a certain size. DropBox does not. But Google gives you 5GB of free space, where DropBox only gives you 2GB free.

In the Google+ app, go into settings and turn on Instant Upload.

In the DropBox app, go into settings and turn on Camera Upload.

Why would you not want it to sync both ways?

You can set you phone to keep the contacts on the phone and then every so often merge them with Google. There might be a option to sync one way when you're in Google contact settings but I haven't seen the option.
