I'm thinking of getting a Nexus 4 from the Play store and then buying a T-Mobile SIM card and utilizing the $30 prepaid plan (100 mins, unlimited text+data). Could I take my number with me from Verizon?

Yes. When you activate the device on T-Mobile's network, they can request a port from Verizon. To do this they'll need the phone number and pin for the account. T-Mobile will handle all of that part (you can do this in store or over the phone) and it usually takes 1-4 hours.
