Tab 2 10.1 Not Charging

I have a Galaxy Tab 2 10.1 Tablet - I have replaced the battery because it had suffered physical damage during repair of not functioning.
When the battery was replaced it would do nothing and showed nothing on screen - Using Power Button and Volume Up Buttons did not do anything - everything was Dead.
I attempted to charge the battery, believing to be received with no charge in it but after many hours nothing had improved.
I purchased a Volt/Amp USB Adapter, which I plugged into the charger - it registered 5.24 V but no Current Flow - I cleaned charger port and swapped Cables. I finally found a Cable that did in fact allow Current Flow to the unit - initially very low (0.05) which eventually built up to (0.800). I thought this was a good indication of it being charged. After a period of time (1 hour) the screen showed the Battery Icon but with no Colors to indicate Charge Value and the Wheel on the Battery was not rotating to indicate activity. After about 15 hours of charging I tried to get the unit going by all the methods known but with no result, so I have put it back on charge. I have rechecked all internal connections and all appear to be correct.
Q1 - Is there a method of measuring the Battery Voltage Value (Level of Charge)
Q2 - Can anyone please shed some light on what may be the problem with this unit.

1. Sort of. You can measure the battery voltage when it's connected to the tablet but the charger isn't plugged in. (That's how the tablet does it.) That indicates state of charge, but relatively. The only other way is to take the battery apart and test the condition of the electrolyte, which would destroy the battery (and you if you're not careful).

2. Something that broke during the original physical damage that you're not finding. All you can do is keep trying. Use a very bright light, shine it through the PC board and look for tiny cracks. (It may not pay, though. You'll probably need a new motherboard.)
