Tab s3 "Phone" app, uses Sim or is wifi calling?

Im borrowing an Ative 2 tough pad.

And its making me want a galaxy tab s3.

It has a "Phone" app which doesnt ask for a VOIP provider. So Im a bit confused. Does it use he Sim and the plan provided, does it use voip,or WIFI calling such as Google Voice?

Its a biggy as I dont really need a sim 4g, especially if I can make call via wifi. Although if its via SIM card and plan, I would rather get a sim for the voice calls (not the 4g)

I don't recall seeing a phone app on my S3.
However, with Samsung flow or Verizon's messages + app, I can receive calls if connected to my phone using the same app.

I suppose this is something on the LTE version...
