Talk on gs2

Can anyone tell me how to video chat using talk, not sure, is it Google Talk?

Its on one of the home screens. There is a box to click on, to allow video and voice chat and after clicking to allow, I now have camera by my name. I have a friend contact, but there is no camera by her name. She is on a droid phone, I think.
Anyone have any experience with this?

I haven't tried, but I think both need to be on wifi to work.

The wi-fi thing is required. Also, your friend has to be "online" for you to be able to initiate the video chat.
