Talking during answering calls?

Everytime I answer a call a voice reads out the caller and number and asks if I want to answer press 1 or press 2 to hang up. I've checked accessibility for some sort of talking feature but I can't seem to see anything that is enabled.
I do have Google voice installed and I know that Sprint integrates with it. Would that have anything to do with it?

Yup, that means someone is calling your Google Voice number.

Had to look it up lol. If you login to your Google Voice account on a webpage, go to settings then under call and simply turn off call screening.

So for whatever reason there is no cal tab under settings for me?
