Understood that the 'Favor Foreground App' feature is the ability to use the app that's currently on the screen instead of the default one for payments. Tried that a week ago Capital One app. Even with the features turned on, it still charged my Google Wallet.

Did anyone else have this problem? Is there a solution?

Check settings->Tap & pay and make sure that you have it set to use your default payment app unless another payment app is open. I believe the default setting here is to use Android Pay regardless of what you have running.
